Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience Requirement

GS-09: You must have one-year specialized experience equivalent to the GS-07 grade level in the Federal Service. Specialized experience is defined as three or more of the following: reviewing and updating a variety of printed material for internal and external audiences; and/or ensuring compliance with copyright, Privacy Act, and other applicable laws and regulations; and/or reviewing and editing materials to ensure standards of English grammar and style and format are met; and/or consulting with author(s) to maximize clarity and manner of presentation and suggests reorganization and revision. OR master’s or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related

GS-11: You must have one-year specialized experience equivalent to the GS-09 grade level in the Federal Service. Specialized experience is defined as two or more of the following: writing, reviewing, and updating a variety of material for internal and external audiences; and/or providing editorial and general assistance in preparing scripts, technical documents and reports, exhibit text, labels, and articles; and/or consulting with subject-matter experts on the review, composition, and development of a variety of material generated by other staff. OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if directly related to the work of this position. Acceptable fields of graduate coursework may include Business Administration, Communication, or English OR An appropriate combination of specialized experience and graduate education (beyond what is required for a master’s degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Career Transition Assistance Plan (CTAP) or Reemployment Priority List (RPL) : To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP applicants must receive a rating of at least 85 out of a possible 100.

Farm Service Agency (FSA) County Employees: Permanent County employees without prior Federal tenure who are selected for a Civil Service position under Public Law 105-277 will be given a career-conditional appointment and must serve a 1-year probationary period.
