About WGU Academy
WGU Academy is a recently established division of Western Governors University that exists outside the main operations of the university in order to dramatically impact college readiness efforts on a large scale. Its primary mission is to develop and deliver new solutions for college and career readiness to tens of thousands, even hundreds of thousands, of individuals who otherwise would not be prepared for regular enrollment at WGU or at other institutions. WGU Academy offers college-level courses that will support students by promoting a high level of confidence, study habits, and communications skills to be successful while at the Academy and throughout their future studies. In addition to supporting WGU, the Academy will also work with numerous external institutions, foundations, and states.
Job Profile Summary:
The Manager Project Management Manager will lead and develop an Agile team within WGU Academy. The individual will ensure industry standards and processes are applied to and aligned with departmental goals and objectives. Following Agile principles, the manager will effectively influence change in a highly matrixed organization while ensuring timelines and objectives of departmental strategies and initiatives are met in a timely manner. This position will support IT and non-IT projects/products in a small, start-up environment.
Essential Functions and Responsibilities:
- Oversees all aspects of project management associated with platform and program development
- Collaborates with cross-functional teams to understand individual and overall project needs, creating a cohesive course/program/platform and enhancing the seamless student experience
- Actively generates process improvements, champions and drives change initiatives, confronts difficult circumstances in creative ways, and balances multiple and competing priorities and executes accordingly
- Uses quantitative and qualitative data to identify trends in issues and create strategies and recommendations for improvement and resolution
- Develops and implements strategic initiatives to support projected growth
- Meets business needs by managing scrum team’s activities to deliver quality products on-time, within budget and scope.
- Work with internal customers to prioritize projects and ensure new projects have meet the acceptance criteria.
- Manages the organization of the team and coach the team to higher levels of maturity, at a pace that is sustainable and comfortable for the team and organization. Leads the team on how to use Agile/Scrum practices and values to delight customers. Guides the team on self-organizing to fill in the intentional gaps left in the Agile/Scrum frameworks. Provides measurable feedback to direct reports and suggestions for improved performance
- Ensures overall quality, consistency, and functionality of all work by team members to ensure a high level of performance and engagement of all team members
- Performs other related duties as assigned.
Knowledge, Skill and Abilities:
- Strong people and management skills to interact with staff, colleagues, cross-functional teams and third parties.
- Expert in Agile methods including SCRUM and TDD.
- Knowledge of other Agile approaches: XP, Kanban, Crystal, FDD, etc.
- Knowledge and/or experience with widely successful Agile techniques: User Stories, ATDD, TDD, Continuous Integration, Continuous Testing, Pairing, Automated Testing, Agile Games.
- Working knowledge of CS Tools (Siebel, Teamworks).
- Excellent verbal and written communication skills and the ability to work equally well in self-managed and team-based Agile/Scrum projects.
- Ability to organize, coordinate, and direct team activities and results
- Ability to coach and develop direct reports
- Ability to work effectively in a highly matrixed organization and build relationships and influence at all levels
- Ability to be an agent of change in a rapidly changing environment
- Proven ability to analyze data to identify trends and drive innovative process improvement
- Excellent organizational and project management skills, including the ability to effectively handle multiple tasks and pay attention to detail
- Sound judgement and decision-making skills

Minimum Qualifications:
- Bachelor’s degree (master’s degree preferred)
- 5+ years of experience in the Senior Scrum Master role for a software development team that was diligently applying Scrum principles, practices, and theory.
- 3+ years in leadership or management role.
- Bachelor of Science Degree in Computer Science, Information Technology or related fie.
- Second Level Scrum Master certification (A-CSM).
- Knowledge of numerous well-documented patterns and techniques for filling in the intentional gaps left in the Scrum approach (example: numerous Burndown techniques, numerous Retrospective formats, handling bugs, etc.).
- Experience using Asana, Jira, or equivalent tools.
- Good skills and knowledge of servant leadership, facilitation, situational awareness, conflict resolution, continual improvement, empowerment, and increasing transparency.
- Must be an excellent communicator, able to gain the respect of the team, external stakeholders, and management.
- Must be able to nurture self-organizing, high-performing teams through servant leadership and mentoring.
Preferred Qualifications:
- Master’s in computer science, Information Technology or related field.
- Education program development experience preferred
Physical Requirements:
- Prolonged periods sitting at a desk and working on a computer.
- Must be able to lift up to 15 pounds at times.
