Reporting to the Head of Resourcing, the Talent Attraction Specialist will play a pivotal role to enable the VOA to deliver a high-quality, in-house, resourcing service. The Talent and Attraction Lead is responsible for designing and delivering the VOA’s Attraction Strategy as well as providing expert advice and guidance on all attraction and selection related matters.

Key Responsibilities Will Include

  • Developing the VOA’s Attraction Strategy, and operational plan(s) to support its delivery.
  • Leading a team of Resourcing Partners to inspire and motivate them to work closely with vacancy

holders to identify critical positions and create effective and consistent job adverts and selection

processes – maximizing the use of the breadth of the Civil Service Success Profiles toolkit.

  • Working with Vacancy Holders in defining selection criteria and designing assessment events to

deliver high-quality and diverse candidates for hard to fill roles.

  • Working closely with stakeholders to developing attraction and marketing strategies for all

Professions across the VOA, embracing social media – maximizing the use of LinkedIn and other

websites and paid advertising (where appropriate) to attract skilled candidates across all professions.

  • Identifying and implementing techniques and supporting technology/tools to assess job adverts to

ensure that they are inclusive, free of discriminatory language, and maximize applications from a

diverse range of skilled candidates, both internal and external to the Civil Service.

  • Working closely with HR Policy to maintain a compelling employee value proposition (EVP) and

other marketing material, to support recruitment.

  • Preparing and maintaining any appropriate data reports; utilising metrics to inform activity and to

evaluate the effectiveness of all attraction tools and resources, ensuring talent attraction practices

and processes are cost effective and promote good value for money.

  • Building collaborative relationships with vacancy holders and other key stakeholders; providing

coaching, expert advice and guidance on the end-to-end talent attraction and specialist

recruitment processes.

  • Maintain an up-to-date knowledge of emerging and best practice in talent attraction, through

engagement with cross government and external networks.

  • Working proactively with the wider HR Resourcing Team and Diversity, Inclusion and Wellbeing

Team to ensure consistency and transparency in the Agency’s approach to attraction and selection;

supporting adherence to fair and open hiring practices as set out by Civil Service Recruitment

Principles and employment law, by periodically reviewing recruitment processes and policies.
