The U.S. Pharmacopeial Convention (USP) is a scientific nonprofit organization that sets standards for the identity, strength, quality, and purity of medicines, food ingredients, and dietary supplements manufactured, distributed and consumed worldwide. USP’s drug standards are enforceable in the United States by the Food and Drug Administration, and these standards are used in more than 140 countries. USP’s focus on global public health extends to lower and middle-income countries with work in over 20 countries through donor-funded programs. Our programs are focused on building the capacity of regulatory authorities and manufacturers in ensuring patient access to quality-assured essential medicines by providing: 1) technical assistance to manufacturers to increase the supply of quality-assured priority medicines for malaria, HIV/AIDS, tuberculosis (TB), neglected tropical diseases (NTDs), and maternal, newborn, and child health (MNCH) products; and 2) capacity-building activities to regulatory authorities to fulfill their function in ensuring the supply of quality-assured medical products.

USP was awarded the Promoting the Quality of Medicines Plus (PQM+), a USAID-funded global program designed to sustainably strengthen medical product quality assurance systems in low-and-middle income countries. PQM+ is currently seeking an Asia regional-based consultant to contribute to the successful implementation of a PQM+ Asia Bureau activity that seeks to optimize health product manufacturing capability and resilience at country and regional levels. PQM+ Asia Bureau program is seeking a consultant who will drive and coordinate the underlying analyses for this activity. The consultancy is full-time and has a 6-month period of performance from June 15, 2022, through December 15, 2022 (approximately 120 days). The consultant can be based in Pakistan, Singapore, or Thailand or similar time zone locations.

Key Responsibilities

  • Conduct targeted desk review of key documents, including but not limited to PQM+ internal documents and pertinent documents from regulatory agencies
  • Manage a database of quantitative and qualitative country-specific indicators relevant to the project
  • Lead data collection activities, including the use of surveys to interview subject matter experts within the PQM+ program and at the country level
  • Develop data collection tool (e.g., surveys)
  • Populate relevant frameworks for assessing pharmaceutical export capability at the country and manufacturer level
  • Lead/participate in team discussions and brainstorming sessions
  • Co-author programmatic technical report to share with diverse audiences (e.g., USAID, development agencies, etc.)

Basic Qualifications

  • Master’s degree in international studies, business management, economics, public health or a related subject
  • Basic knowledge of pharmaceutical/manufacturingegulatory field will be desirable
  • Evidence of having undertaken root cause analysis or other forms of structured problem-solving
  • Fluency in English (written and spoken) required
  • Proven ability to meet deadlines and pay close attention to detail. Well-organized with demonstrated multi-tasking skills.
  • Ability to work collaboratively as part of a multi-cultural team and independently to produce high-quality products.

Preferred Qualifications

· Public health research experience, particularly health product-related research experience
