Murzuq Oil Services Ltd (MOSL) provides Oil & Gas Consultancy and Supply chain services to its clients based mainly in North Africa. We are a small, rapidly growing consultancy with lots of opportunities so this is a really exciting time to join our experienced and passionate team.

As part of our expansion, we are looking for a Commercial Proposals and Contracts Advisor/Specialist to work between our on site operation in Woking and our Mayfair office. The role will typically involve leading a proposal team to provide the technical input and governance of a project opportunity. We are looking for someone capable of performing general duties with no direct supervision and within agreed schedules and budgets and able to present to executive management, NOC and NOC affiliates and contractors as required.

Ideally we are seeking someone with a degree or equivalent in engineering, science or business related subject plus commercial awareness training or previous role within a commercial function in a similar engineering contractor or operator environment. In addition, we are ideally looking for –

· Preferred minimum of 10 years experience in the oil and gas industry

· Experience in a broad range of project execution types including feasibility and conceptual studies, FEEDs and Engineering, Procurement and Construction projects.

· Experience of business winning functions, proposal management, commercial management and Invitation To Tender developments

· A broad range of commercial and proposal management experience, including contract development and negotiation, change orders, etc.

· Experience of a direct client and subcontractor interface role.

· Experience of working for Engineering or Operator Organizations

· Experience of Middle East/North Africa – Preferred


A) Act as the single point of contact for project opportunity(ies) within MOSL for specific business development activities as assigned by the Commercial & Contracts Advisor.

B) Responsible for all business development activities for a given project opportunity within MOSL. Responsible for any related proposal activity for the opportunity and for managing the assigned proposal team, including project technical personnel.

C) Development of Expressions of Interest, Invitation to Tenders, Contractual Terms and Conditions ad other business winning, commercial and contractual documents and deliverables.

D) Liaising with Commercial & Contracts Advisor, and where directed the MOSL Finance Manager, in the pricing, contractual and all commercial activities relating to proposal development and contract negotiation leading to contract award.

E) Develop and foster effective and productive relationships with the NOC and NOC affiliates to develop business opportunities. Act as single point of contact with the NOC and/or NOC affiliate on a given opportunity.

F) Where directed by the Commercial & Contracts Advisor develop presentation materials to support CEO and other MOSL parties in business winning opportunities and other activities to support MOSL within NOC and the NOC affiliates.

G) Research contractor and subcontractor capabilities and experience to form a matrix of companies that can provide services to MOSL, NOC and the NOC affiliates across the project lifecycle and culture relationships to provide value added services to MOSL, NOC and the NOC affiliates. For a specific opportunity research and recommend suitable contractor and/or sub-contractors and develop relationships as required.

H) Responsible for managing the risk of each assigned business winning opportunity and project, including commercial, financial, safety, security and contractual risk.

I) Responsible for contractual and commercial negotiations on an assigned opportunity with subcontractors and NOC and the NOC affiliates relating to managing the financial, contractual and other risks to MOSL including new contract negotiations, amendments and variations. Drafting of Work Orders, Change Orders, Contract Amendments, etc.

J) Provides commercial support to any assigned project opportunity, including advising of claims, change orders or clarification.

K) Acts as delegate to the Commercial and Contracts Advisor as and when instructed by the Commercial and Contracts Advisor.
