About Partnerships for Infrastructure

Partnerships for Infrastructure (P4I) is an Australian Government initiative that partners with Southeast Asian governments and the Association of Southeast Asian Nations (ASEAN) to foster inclusive growth through sustainable infrastructure.

P4I’s focus is on infrastructure project planning and prioritisation, procurement, and policy and regulation. Services are offered within economic infrastructure sectors – principally transport, energy, utilities and telecommunications (including digital). All services include the cross-cutting priorities of gender equality and social inclusion (GESI), and disaster risk reduction and climate change (DRRCC).

The initiative is led by the Australian Department of Foreign Affairs and Trade (DFAT) in collaboration with Ernst & Young (EY), Adam Smith International, The Asia Foundation (TAF) and Ninti One.

Activity Background and Objectives

To inform P4I’s support to its partners, the Program is developing Country Engagement Plans (CEPs) for each country and ASEAN, which identify priority areas for engagement.

Whilst the planning process has included some GESI consideration, further, targeted investigation is required to gain a more in-depth understanding of the political economy context, key stakeholders and possible GESI entry points for P4I.

The Program has initiated a series of GESI country context analyses and opportunity scans for each country and ASEAN (referred to as ‘GESI deep dives’) that will take a GESI-informed political economy analysis (PEA) approach.

The objective of this deep dive is to identify barriers, entry points and potential levers of change in the Philippines that will enable P4I to advocate effectively for GESI elements in prioritizing and designing activities and strategic engagement with government and other development partners. The deep dive should also identify pilot or stand-alone activities to complement the engagement outlined in the CEPs.

The deep dive will gauge the awareness, appetite, and capacity of key stakeholders to guide decisions and actions supportive of inclusive infrastructure development. The output of the deep dive will equip P4I to provide informed, context-specific advice for the development and delivery of integrated and discrete GESI activities.

Scope of Activity

The deep dive will be informed by consultations within P4I (including Philippines EY and TAF offices), and with the Australian Embassy in Manila. The Research Lead will be linked with identified resource people in relevant Government agencies, the private sector, other development partners, and civil society, to inform the investigation initially. The Research Lead will also draw upon her/his own contacts and leads presented during the course of consultations to produce a comprehensive piece of research and analysis.

The deliverables of the activity are:

  • Summary GESI PEA for the Philippines, with a focus on issues related to economic infrastructure
  • If appropriate, at least one proposed pilot/stand-alone activity in the country, presented in a Concept Note annexed to the deep dive report.
  • Recommendation/s for key GESI design elements in P4I prioritised activities.

Selection Criteria

1. Strong demonstrated understanding of gender equality, disability and social inclusion in the Philippines, including from a policy, implementation and program delivery perspective.

2. More than five years’ experience working on DFAT-funded or other donor-supported programs in the Philippines in the gender equality, disability and social inclusion space, and ideally in the infrastructure sector.

3. Strong research, writing and analytical skills.

4. Ability to work in a complex technical and stakeholder environment with a multi-disciplinary team working on a range of sectors.

5. Strong coordination and liaison skills.

Please note that proficiency in Tagalog is not required but will be viewed favourably.
